New series, you can either start from scratch or go on with your story (as what has done until now boku no hero academia) Sui Ishida thought that those were both stupid ideas and he thought that he should start something new but with everything topsy-turvy (wordreference thinks that the previous expression means something).
Everything is changed Kaneki is no more Kaneki he is now Haise Sasaki a cool dude with hair half white/gray half black, he is now a dove and he is training some guys that are part of quinx squad that is the cheap version of Suicide Squad. World is changed but ghouls are still here, climate change and world famine are no more an issue but Ken Kaneki (alias probably) Haise Sasaki is still a moron, in the second season decided to change friends and join Akatsuki (the group who tortured him) and now, he is in a complicated relationship with anti-ghoul bureau that tried to kill him at least a thousand times but... Who cares!

OMG who the fuck is Kaneki, I mean who the fuck I am?!
This scene a bit stupid was a good way of introducing the whole theme of him changing and starting from 0 his life, I saw some random images on the internet and I'm pretty sure to know what is going on but, for sake of enjoyment I'll keep this knowledge only for myself; however it appears that our dude Kaneki has changed his life but willingly or not looks like that his past self lives within him and stays on a chair lecturing Haise the whole time.
I'm not saying that the series doesn't look cool, because it is, I really love this third and on my opinion upgraded self that is able to live a normal life with his retarded subordinates who think that are able to do everything on their own because they have a kagune (Thanks god that the strange ghoul who is absolutely not Nishiki kicks their asses).
In general the whole series looks really nice and, also if I didn't see the other two series I read the manga so I know more or less what the heck has happened (also if I noticed slight variations between manga and anime).
What I didn't actually like where character designes because:
-Haise: looks cool, acts cool, but sometimes is really stupid, as if his interior Kaneki could be able of influencing is actions
-Mado: She has become really better since last season, before she had a stick in her ass now she still has it but she looks better
-Guy-with-two-dots-under-the-eye: I hate him he acts like a big man but he doesn't understand that he is nobody, just japanese police has a problem with indisciplinate subordinates.
-Guy with pirahna teeth: he looks dumb, he is nor smart nor fun he is not able to hit a damn thing with his kagune so why is he there? Only Arima knows apparently
-Guy-who-may-not-be-a-guy: he has a kagune but can't use it, he has weapons but he doesn't know how to use them, he can fight but in the end his ass is always kicked (same question as the one before)
-Unknown character: it may exist only in the manga or be different from the anime one, who knows...
So in the end if you had already started the whole series I strongly recommend you to finish it with this (maybe) last anime if you didn't I would advise you to read the manga instead, looks cooler, there are no dubbers who talk like children etc...
